2020 Open Enrollment

Open Enrollment for 2020 starts on Monday, November 11, 2019 and ends Friday, November 22, 2019 at 4:00pm.  Employees working 30 or more hours weekly are eligible for health insurance.  All changes and completed forms must be received in the Human Resources Department by 4:00 pm on Friday, November 22, 2019.  


Why is Open Enrollment Important?

Open Enrollment is the only time you can make changes to your health benefit elections unless you have a “qualifying event” such as marriage, divorce, birth, etc…

During Open Enrollment, you can:

Add eligible dependents to the health, dental and/or vision plan.

Remove dependents from the medical, dental and/or vision plan.

Cancel your existing coverage by notifying Human Resources Benefits Manager in writing.

Enroll in the health, dental, vision plans if you previously waived coverage.

Enroll in the 2020 Flexible Spending Plan.

Open Enrollment meetings are optional and if you would like to attend they are being offered at the following locations:

What’s New in 2020

Changing Dental and Vision Insurance Carriers from Lincoln Financial Group to MetLife. 

Flexible Spending:

A flexible spending account (FSA) is a tax-advantaged account that allows employees to use pre-tax dollars to pay for qualified medical (Health FSA) or dependent care expenses.  During Open Enrollment, you choose how much money you want to contribute to an FSA for the upcoming plan year. You will be able to access these funds throughout the year for qualified expenses. Wage Works administers both the Health and Dependent Care Flexible Spending accounts for Ozaukee County.

Enrolling in a Health FSA or Dependent Care FSA:

If you plan to enroll in Flexible Spending(Health FSA or Dependent Care FSA), you must submit an enrollment form to Human Resources for 2020.  

Enrollments from 2019 do not automatically rollover into 2020.

The annual Health Care maximum Amount is $2,800.

The annual Dependent Care amount is $5,000.

The first flexible spending deduction will be taken on the January 10, 2020 payroll.

Carryover for 2020

Federal guidance permits employees to carry over unused amount of up to $500 for expenses in the next year and still contribute up to $2,800 annually.  If you have funds remaining in your medical flexible spending account in 2020 those funds will automatically carryover, up to $500 into 2020.

Health Insurance 

Below are the monthly health insurance premiums for 2020.  We were fortunate that there were no plan design changes, but there was a 12% increase in premiums. 

The County will be staying with the WCA Group Health Trust Insurance Group in 2020 for our Health Insurance coverage.

Health Insurance Summary

Our annual deductible is $1500 (Single Plan), and $3000 (1+1 and family plans)

Routine annual medical and vision exams are covered under our health insurance at "no cost" to the employee.

You have the advantage of using the Aurora Health Care Clinic, 1475 W. Grand Avenue, Port Washington, with no office co-pays and no deducibles applied.

The Aurora Health Clinic is "no cost" to employees when enrolled in our health insurance coverage.

Dental

Below are the 2020 Dental premiums.  The County changed dental insurance carriers from Lincoln Financial Group to MetLife.  The transition reduced the monthly premiums.

The dental insurance coverage are available to full and part-time employees.  Part-time employees must work a minimum of 18.75 hours weekly to be eligible to enroll in the dental insurance.

If there are no changes to your current dental plan no action is required.

However if you do wish to make any changes to your current dental plan (adding or removing dependents, marriage, divorce) you must complete and return the MetLife Dental and Vision Enrollment Form and return it to Human Resources by Friday, November 22, 2019.
